About Safe Harbor
A different kind of compliance practice.
Practical FTC and E-Commerce compliance guidance for small businesses and online creators. We built Safe Harbor for the businesses that most law firms overlook — the coaches, creators, consultants, and small businesses doing meaningful work online. What you get is genuine legal counsel, focused specifically on FTC and E-Commerce compliance, in a way that's accessible, practical, and built around the reality of how online businesses operate.
Mission — to give small businesses and creators the clear compliance guidance, protection, and confidence they need to grow — sustainably.

Why we exist
Clarity + Focus = Confidence
Safe Harbor was established because small businesses faced three obstacles: pricing barriers from large firms, a lack of specialization from general practitioners, and incomplete guidance from free resources. We exist to close that gap — with focused, flat-fee FTC and E-Commerce compliance help built around how online businesses actually work.
How we work
Personal, plain-English, and fixed-fee.
- 01
Focused expertise in FTC and E-Commerce compliance
Built specifically for online small businesses — including emerging AI and automation compliance risks — not a sideline of a general practice.
- 02
Founder-led engagement
Your work is personally led and never delegated to junior staff.
- 03
Plain-English delivery
Every recommendation is written to be understood and implemented — not filed away in a drawer.
- 04
Flat-fee pricing
A foundational, flagship flat-fee review — professional compliance service at a reasonable, transparent rate — with no hourly billing and no surprise invoices.
- 05
We understand modern business models
Funnels, webinars, memberships, affiliate programs — we know where the real risk sits.
- 06
Risk-prioritized recommendations
Actionable findings, ranked by risk, so you know what to fix first.
Founder & Lead Attorney
Built on the belief that small businesses deserve clear compliance guidance.
Francina Cantatore has spent more than 20 years doing one thing exceptionally well: protecting the people who build. Creators, educators, online entrepreneurs, small businesses, and digital brands — the founders whose work lives on the internet and whose ideas are the business.
She brings a combination that's genuinely rare. A Ph.D. in Copyright and Digital Technology, so she understands where the law is going, not just where it's been. Admission to practice on three continents — New York, Australia, and South Africa — and standing as an Advocate of the Supreme Court. And a role as Adjunct Professor of International Intellectual Property Law at Seton Hall University, where she teaches the next generation of IP lawyers.
At Safe Harbor, every engagement is personally led, every deliverable is reviewed by our founder, and every recommendation is written to be understood and implemented — not filed away in a drawer.
“Small businesses deserve compliance guidance that's clear, practical, and built around how they actually operate.”
A Division of Cantatore Law
Focused compliance, backed by a full commercial practice.
Safe Harbor is a dedicated compliance division of Cantatore Law PLLC, a New York based commercial law firm providing services in FTC and E-Commerce compliance and related branding and marketing issues, intellectual property, and commercial transactional law. This means you get focused compliance expertise backed by the resources and depth of a broader commercial legal practice. When your needs extend beyond compliance — branding, contracts, or copyright and trademark protection — our team at Cantatore Law is ready to help.
